Meet the Founders

Da’Cota Allen

Founder & Executive Director

Da’Cota Allen is the Co-Founder and Executive Director of Allen’s Outreach. Da’Cota’s passion for community engagement and service has always been a part of who he is. As a child, his family was deeply involved in their community, particularly through the efforts of his grandfather, Richard Allen Sr., who played an active role in Anne Arundel County’s political landscape. Da’Cota assisted his grandfather at fundraising and networking events and volunteered with organizations such as Habitat for Humanity and the Boys & Girls Clubs of Maryland.

While serving as a Police Officer in Anne Arundel County, Da’Cota spent three years working directly with people from all walks of life. Through those experiences, he witnessed firsthand the challenges many individuals and families face in accessing basic necessities and maintaining their dignity during difficult times.

Motivated by faith, personal experiences, and a desire to make a meaningful impact, Da’Cota, along with Isabella Small, founded Allen’s Outreach to address a critical but often overlooked need: access to hygiene products. The organization is dedicated to collecting and distributing essential hygiene items to individuals and families in need, helping promote health, dignity, and well-being throughout the community. Through partnerships, donation drives, and community support, Allen’s Outreach strives to ensure that no one has to go without the basic hygiene products necessary for everyday life

Isabella Small

Founder & Vice President

Isabella Small is the Co-Founder & Vice President of Allen’s Outreach. Just like Da’Cota, Isabella’s passion for giving back has been instilled in her from a young age through previous life experiences.

She has volunteered with local homeless shelters and residential treatment facilities, experiences that have strengthened her commitment to serving diverse and underserved communities.

Isabella is a Master’s Student in the Clinical Mental Health Counseling program at Walden University and is on track to graduate in August, 2026. Her graduate training emphasizes ethical practice, cultural responsiveness, and developing strong clinical skills to support individuals across the lifespan. All important qualities to support our mission.

In addition to being driven by faith, Isabella aims to be a strong role model for her children, and hopes to inspire and positively impact those that we serve.
